Regional Representative Council

Part 3 of Indonesian Political System’s Series….

Regional Representative Council or Dewan Perwakilan Daerah (DPD) is also the legislative branch that holds the position as state institution that consisted of provincial representatives that elected in the general election. The member of DPD is set at four representatives for each province while overall member of DPD does not exceed than ⅓ of overall member of DPR. DPD members hold membership term for five years which ended as soon as the new DPD members declare their vows. DPD leadership consisted of one Chairman and two Vice-chairmen/chairwomen at most that elected among and by the members of DPD in its Plenary Meeting.

DPD functions as follows:

  1. Submitting proposal and participate in the discussion and giving consideration that concerned to certain legislation issues;
  2. Controlling the implementation of certain bills.

DPD can submit to DPR the draft bills that concerned with the regional authonomy, relationship between central and regional government, formation and expansion of new region and fusion of regions, the management of natural resources and other economical resources, as well as the issues concerned with financial balancing between central and regional government. In addition, DPD also participates in discussion upon draft bill that concerned with the regional authonomy, relationship between central and regional government, formation and expansion of new region and fusion of regions, the management of natural resources and other economical resources, as well as the issues concerned with financial balancing between central and regional government that submitted by both DPR or the executive.

DPD also give deliberation to DPR upon draft bill on National budget as well as draft bills that concerned with taxation, education and religion. DPD also gives consideration to DPR on the election of the member of Supreme Audit Agency.
DPD shall supervise implementation of bills that concerned with regional autonomy; formation, expansion and fusion of certain regions, the relationship between central and regional government; management of natural and other economical resources, the implementation of national budget, taxation, education and religion.

DPD receives the result of state financial audition from the Supreme Audit Agency as material for its consideration towards DPR upon bills that concerned with National Budget.

DPD sustains rights such as:

  1. Submitting draft bills on the regional authonomy, relationship between central and regional government, formation and expansion of new region and fusion of regions, the management of natural resources and other economical resources, as well as the issues concerned with financial balancing between central and regional government to DPR;
  2. Participating in discussion on draft bills that concerned with the regional authonomy, relationship between central and regional government, formation and expansion of new region and fusion of regions, the management of natural resources and other economical resources, as well as the issues concerned with financial balancing between central and regional government

The member of DPD also sustains rights such as:

  1. Expressing proposal and opinion;
  2. Electing and being elected;
  3. Self-defending;
  4. Immunity;
  5. Protocolary;
  6. Financial and administrative arrangement.

Apparatus of the DPD are as follows:

  1. Leadership Board;
  2. Ad Hoc Committee;
  3. Ethical Committee;
  4. Other necessary committees.
